Collapsing fence is dangerous

This problem was reported nearly a year ago and there is a problem in deciding whether Bromley or TFL is responsible - it is still not fixed. The location is that the fence is falling into the A21 out of a garden in Yewdale Close. Could TFL and Bromley sort out who is responsible please so this issue can be fixed once and for all.
