ATS sequencing not correct

Sent to TfL less than a minute later. TfL ref: FMS3119230.
ATS right turn rights into MAWNEY RD ROMFORD sequencing is not working correctly. During late hours/ early morning I have noticed a few times that despite there being at least 4 cycles of ATS allowing traffic to move ahead only, there was not one right turn signal, it just stayed red. I have often waited about about 10 minutes waiting to be able to turn right before giving up and having to manoeuvre onto the main carriageway. Other motorists take it upon themselves to go through the red light which causes unnecessary danger to all road users, and also it makes people angry at the front motorists for not going through the red lights which clearly are not working correctly. I would say this has been an issue for at least 6 months now!
