Road lane blocked off for no reason

Colindeep Lane (A5150) road in east direction towards the A41, the left hand lane to join the Watford Way (A41) heading North has been blocked off since Monday 29/11 by cones indicating road works taking place but no actions have started or are taking place. The lane has been blocked for at least 500 yards before the this junction and there are no signs or notices of what works are due to take place. This is causing confusion for all road users who need to join the A41 to travel north towards the Great North Way (A1) as they are not able to do so. Please respond back and explain what is going on here? Thanks
