Pelican crossing constantly changing

These lights have been constantly stuck as though a pedestrian button has been pressed. It has been for over a month now. I walk past here most days and it so day and night. This is the A1 trunk road. Traffic is constantly having to stop for 20 seconds out of every 45 seconds.
