Signs blown over not enough sandbags dangerous for vehicles approaching, also no one on site.

I have just walked past this and although it has been temporarily made safe, with cones, the signs stating that this is a lane closure have blown over and more sandbags are needed otherwise this is dangerous with vehicles potentially driving into this. Could this be raised as a 2 hour emergency with the works promoter Ringway Jacobs.

Also, no one is currently on site rectifying the manhole cover, when will someone be on site to fix this?
