Coning too early

Sent to TfL less than a minute later. TfL ref: FMS3333115.
According to the One Network website under ref YG47507967431 the roadworks are lastinguntil 17th March and are supposed to start at 22:00 so why were the cones out causing slow traffic at 21:45. You should either start to put them out at 22:00 or amend the One Network site to the time that you start putting them out. Also is it beyond your organisation's capabilities to devise a system so that traffic using the inside lane have to turn left in to Barnet Lane thus eliminating the necessity of coning the left hand lane off for this traffic as the roadworks only affect traffic going straight across the roundabout on to the Barnet by pass.

Thank you for taking the time to report this to us. It is much appreciated. To minimise traffic disruption the only suitable times to undertake necessary works is at night time outside peak hour traffic times, which fluctuates from site to site due to lane rental. Lane rental is designed to provide a mechanism that actively controls the carrying out of works in traffic sensitive areas at certain times. Our first cone will be on the ground at 21:00 hours, but the operation works will not commence until 22:00. Noisy works are only being carried out within the specified times outlined on our permit.
