Additional information: This has previously been patched and is now rapidly disintegrating.
Location of problem: Right outside Wandsworth Town Hall... A217 junction with A3 East Hill (after Fairfield Street, on the corner by traffic lights as you start going up the hill) heading towards clapham junction. Right on the corner where I watched motorbike very nearly hit a car when they hit the disintegrating tarmac patch.
