Street light replacement along A21 Bromley Common

Street light replacement - contractors concerned Empire Works Limited are replacing all lighting columns along the A21. A majority of the light columns are being erected at the back of the pavement (i.e. furthest point away from the kerb) however others have been erected dead centre in the middle of the pavement which makes it impossible to use the pavement with a pushchair /buggy /wheelchair cannot get past. This would include any blind person would also hit the light post flush on. Why have these light columns been place in such an unreasonable position in the pavement ?? These should be in line with others that have been replaced.
