Stolen bike by neighbour

My neighbour from Flat 2 has a stolen Santander bike that she keeps in the hallway of the building blocking the way at the bottom of the stairs, creating a fire hazard. The bike has been in the hallway for about one week now.

The building is Robert Jones House, SE16 3SR. If you need to enter the block, you may ring number 8 and I will buzz you in. Thanks.
