Traffic lights from Thirleby Road stuck on red

The lights from Thirleby Road are stuck on red for more than 6 cycles, I think only at weekends. I last encountered this yesterday (22 May) at about 10.20am. The sequence was green on Victoria street then green for pedestrians, repeated six or seven times while the Thirleby Road lights remained red for nearly 10 minutes. Several vehicles rode the red lights as a result. This does't seem to be happening on weekdays.
