Drain cover recessed below road surface

There is a road drain by the pedestrian crossing immediately outside no. 138 whose cover is substantially lower than the road surface. When large vehicles drive over it, our entire building shakes heavily, which has caused cracks to develop.

If the area of the drain cover is identified as a safety issue it will be made safe within four hours. If it isn't a safety issue, we will aim to resolve it within 28 days. Has any progress been made on this issue? The problem doesn't seem to have got any better, and there doesn't seem to be a way to get through to the Streetcare team on the phone number given above.
