Defective footpath over paved footpath

Sent to TfL less than a minute later. TfL ref: FMS3615904.
I want to reopen the case as we have consulted with Thames Water and they have concluded after their night sweep that their is no leak from their side.
I want to reopen this case as we have done research and found this footpath belongs to you because, you originally paved it over. The old case number is TfL ref: FMS2506592
The current problem is that when it rains, the rain gushes downstairs to our basement in 317 Archway Road and we have no alternatives but to use buckets when it happens. Now, the current state is that it is causing damp issues to the basement flats now.
