Neighbours do not take in bins and causes overcrowding on the pavement

Our neighbours do not take in their bins every week as they're supposed to, they just leave it there. more so its often full of visible rubbish, which causes safety risks for everyone especially young children. Please have a conversation with the landlord to ensure they do this as this is a HMO.
