Barriers up with no work seem to be being carried out

The barriers have been up for as long as I've lived in the area (since April 2021) . There is never any works being done. When it's windy, the barriers can fall down, causing a safety hazard whether to vehicles or pedestrians. Today an elderly woman tripped over one of the sandbags lying there, as she tried to make space for a cyclist coming in the opposite direction. I'm not sure why these are still up, but they seem to be useless, a potential hazard, whilst also unsightly.
