Traffic signal timing issue

At the top of Hampstead NW3, by the Whitestone Pond revised traffic light phases have been introduced with little thought for the consequences. The light aspects downhill towards the village are very unclear and confusing, and the stupid arrangement whereby traffic FROM East Heath Road is allowed to proceed, whilst traffic TO East Heath Road from the Golders Green direction has to wait for a separate phase. This has nothing to do with pedestrians who cannot cross whilst the traffic FROM East Heath Road is moving, so WHY is the contra flow TO East Heath Road unnecessarily delayed and not allowed to move at the same time?
