Longstanding pool(s) of water on the pavement

There have been problems in the past with water flowing from the raised wooded area onto the pavement. This was dealt with quite some time ago, with pipework installed into the raised walls. However, there is a persistent leak (sometimes more than one) onto the pavement, particularly at this spot. As it is just "sitting", the pavement is covered in a green/brown sludge, which has not been dealt with. It's most unpleasant to be near, and those with buggies or dogs have a real problem.
