If drivers do not move forward at the front the light is stuck on red

Traffic lights where Windover Avenue (coming out of B&M's) joins Edgware Road requires signage to alert the front driver that they need to move forward to trigger the traffic light sensor. On many occasions drivers are not aware of this, and the lights stay on red causing unnecessary mayhem. This coupled with the roadworks on Edgware Road is causing complete chaos at certain times of the day. Your help on this issue would be very much appreciated. Thank you.
