New trees planted along A41 never watered, now dead/dying

Hi,
About 6 weeks ago I wrote to the [email protected] informing that of the approximate 10 new trees planted along the A41 last Autumn/Winter none have ever been watered in spite of the money spent on the trees and pipe to the roots. The trees are now dead/dying.
The mayor replied on 28-July: Thank you for writing to the Mayor of London about the care of newly planted trees along the A41.
In order to establish who has the responsibility for the care of the trees and to ensure that your correspondence is considered by the most appropriate department, I am writing to inform you that we have passed it on to Transport for London (TfL).
The Mayor is Chair of the TfL Board, and alongside the other board members, he is responsible for approving TfL's budget, business plan, annual report and other major strategic issues and policies.
TfL, under the Mayor's direction, is responsible for putting in place the Mayor's Transport Strategy, and for the day-to-day running of transport services in London.
Given this, it is appropriate that we pass your correspondence to TfL to respond. TfL will reply to you directly and aims to do so within 10 working days.
As I received no reply I chased and received the following: Dear Kishor
Thank you for your contacting the Mayor of London regarding the lack of attention to trees along the A41 near Edgwarebury Park and due to the weather they are dying.
I am sorry that you are still waiting for a response from TfL. It may be that they are checking who owns the tree.
The Greater London Authority is not in a position to investigate complaints against Transport for London (TfL).
Can you please confirm that you are investigating who is responsible, holding then accountable and ensure that if needed the trees are replaced and cared for.
