Deterioration next to metal manhole

Sent to TfL less than a minute later. TfL ref: FMS3785941.
Yesterday afternoon I was driving NW into London on the A20 Sidcup Road. I changed lane from outside to inside over the problem area and it ripped my front left/near-side tyre open. I managed to find a safe place to pull over and fill with Holts Tyre Weld. The tyre is ruined and needs replacing, so please can you send me the details to send the bill to, in order that I get reimbursed? This is an extremely dangerous hazard and needs fixing immediately.

If the defect is confirmed as a safety issue, it will be made safe within 24 hours. A permanent repair, if needed will be carried out during our next programmed works for the area, or sooner if we can. Good afternoon TFL,
As you can see from the photo attached, my damaged tyre and rim (the hole is at the bottom of the tyre). This needs replacing ASAP, please advise? Also, to reimburse me the cost of a can of Holts Tyreweld.
