Pot hole causing accident

I was cycling with my friend and my front wheel went into a hole ( around Fire Hydrant cover), which caused my carbon fork to crack/brake, resulting in me going over the handlebars and landing on my head and shoulder. I lost consciousness for about 5-10 mins, had concussion, and I was taken to Major Trauma Unit in St.Georges Hospital due to my injuries ( head, face, left side of my chest and shoulder), despite wearing a helmet. This accident happened due to poor maintenance of the road surface which was full of cracks, pot holes and places with concrete missing.
