Unbearably noisy new manhole cover belonging to Thames Water

When will Thames water do something about this constant noise, from a brand-new manhole cover they have installed, 24 hrs a day and causing sleep deprivation to my household and many others around it Wandsworth council says its TFL's problem to sort out and TFL are saying its Thames waters problem to sort out. this is called passing the buck and not solving a problem - should I stop paying council tax or Thames water bills until its fixed - what do you advise?
