Roundabout lights all on red

Sent to TfL less than a minute later. TfL ref: FMS3831545.

It appears that all of the temporary traffic signals controlling access to the roundabout are stuck on red. There is currently a chap on a moped giving hand signals to conduct the flow of traffic, but he does not appear to be official so I am concerned at the possibilities.
