Branches obstructing cycle path/walkway

Branches are hanging low over the pavement/cycle path and also growing out horizontally, as well as weeds out of control at the side of the path. Both are obstructing pedestrians and cyclists, and I frequently meet a visually impaired person with their guide dog that appears to struggle getting past the branches most mornings, especially the jagged brambles.
