Dangerous low branches overhanging pavement

I’d like to report a tree belonging to the domestic premises 130 Clapton Common, E5 9AG which is badly overhanging right across the pavement and causing an obstruction to pedestrians. The branches are so low that people can be be hit on the head by them and when it is windy it is very dangerous. They are also starting to obstruct the traffice lights at the crossing .I originally reported this to Hackney Council on 1st October 2022 and after many visits they were unable to get any response from the residents at that address.
