Flooding++ v.hard to see, accident risk

Sent to TfL less than a minute later. TfL ref: FMS4054185.

Flooding due to heavy rain, on the A3 underpass at Tolworth heading out of London. Hard to see in advance, takes up whole of slow lane width and into middle lane. Risk of causing crash as difficult to drive through the water and keep control of car. Witnessed by us approx 0900.
