Noisy manhole cover, recurring issue

Sent to TfL less than a minute later. TfL ref: FMS4069856.
This manhole cover has been faulty for months - it was recently ‘fixed’ and covered with tarmac but this only lasted a couple of weeks and it is as noisy as ever when cars drive over it. It is incredibly disruptive and requires a full replacement.
Please get this fixed properly soon.

Photos and videos have already been provided. Nothing has changed if not people coming to drill on the manhole at 10pm in the evening. That obviously didn't sort anything. I have been advised to contact Thames Water but there is no sign that the manhole belongs to them so please sort this out as soon as possible, it is impossible to sleep because of the unbearable noise!!

This broken manhole is unbarable. It has been reported in the summer it took months to fix it and now it’s back. Could we recieve a detailed timeline for fixing this as residents we can’t sleep at night.
