Sticky substance on ground

At the Fairfield Bus Station in Kingston upon Thames (KT2 6QD), immediately in front of one of the bus shelters, there’s a black, stickly, tar like substance on the ground. It has been there for several months and needs to be cleaned up. The bus shelter in question is directly opposite, across Fairfield North, the back door to the ‘Alpkit’ shop.
