Unnecessary temporary lights

Sent to TfL less than a minute later. TfL ref: FMS4098548.

Unnecessary temporary lights in place, believed by Thames Water. Road is three lanes but rather than simply reducing it to one each direction to accommodate works temporary lights have been installed. These are causing lengthy delays, affecting multiple bus routes and blocking the road outside St. George's A&E. Additionally, no work was taking place.
