Blocked Drain causing flooding

In the road leading to Sainsbury's Newbury Park. It is now a regularly occurrence that a drain located on King George Ave becomes blocked every time there is a significant amount of rain. The impact of the blocked drain is that water levels become so high that drivers are unable to access the retail park where Sainsbury's/B&M & Sports direct is located. I have made some initial enquires and have been informed that the road belongs to either TFL or London Underground, however it appears that no one is taking responsibility to get the drains unblocked and as stated previously every time it now rains there is a very high overflow of water due to the blocked drain making it unsafe for drivers to pass through the hazard water level. The levels were so unsafe 2 weeks ago, Sainsbury's had to close the road and all traffic had to be diverted to a side entrance via Perrymans Farm road. The re-diverting of traffic lead to more traffic directed onto Eastern Ave, Ley Street and all adjacent local side roads which could be avoided if the blocked drain issue was rectified. Could you please therefore look into this and any assistance to resolve these issues would be greatly appreciated.
