Site constantly cycling without pedestrians putting in a demand to the all around pedestrian phase

Previously reported and closed. Not made clear whether this is a fault or if a technician has set the site pd in ram? Either way, there’s lost road green time unnecessarily. Overnight, this is frustrating as the site constantly cycles without needing to. It’s been this way for ages now. If TfL are aware of this, why is it taking so long to rectify?
