Choats Rd/Northgate Rd (IG11) calling a pedestrian stage on every cycle

Traffic signals at the junction of Choats Road and Northgate Road are calling a pedestrian stage on every cycle, even when the ped call buttons are not pressed. This is causing long delays to EL2 bus service and causing the westbound queue to block back through the shuttle working currently in place on Choats Road being undertaken by Modus utilities under LBBD streetworks permit. The blocking back is causing vehicles to jump the lights on the shuttle working or driving down the northern footway, creating significant risk of collision and risk of injury to pedestrians and cyclists.
