Turning RED every 30 seconds when no pedestrian waiting

Traffic chaos as pedestrian crossing lights are turning red every 30 seconds when there are no pedestrians waiting to cross. Traffic jammed on Grand drive, tudor drive and Lower Morden Land as a result increasing pollution too.
