Tactile cone still sticky

Sent to TfL less than a minute later. TfL ref: FMS4151010.

This follows up on report FMS4027072. We used this crossing again today and the tactile cone was still turning slowly with a high amount of resistance, as if something was caught in the works. The cone in question is for the crossing going onto the island from the north. (For the crossing leaving the island, the cone was working just like new -- maybe the wrong one was seen to?)
