Barriers but no work even started

Sent to TfL less than a minute later. TfL ref: FMS4152277.

The boundaries are up and single alternate lane lights causing MASSIVE congestion. No sign of even the start of roadworks. 45 minute delay in my getting to work all for nothing. Ground gas not been touched and no workmen in evidence.
