Santander bike has been locked to a staircase

Santander bike 50791 This bike appears to have been stolen and is now being used as a personal bike, because it has been locked to the staircase. The bike is located inside, at the bottom of the communal stairwell for flats 196-204, Fulham Court. There are Santander bikes left in this stairwell from time to time, but this is the first occasion on which one has been locked to the staircase.
