Pavement impassable due to new cycle racks

It is not possible to pass the pavement due to the new cycle racks. If more than one person is trying to pass pedestrians need to move onto the cycleway in order to pass. This is when there are no bicycles on the racks - if there are bicycles parked then it is not possible at all to pass without taking a significant detour around the tube subway.
