Thank you for taking the time to report this to us. It is much appreciated. We are currently in the process of investigating this potential noise complaint. This does of course make unfortunate reading as it is never our intention to disrupt or disturb the public whilst carrying out essential maintenance on TFL's network. I can apologise on their behalf for any inconvenience or distress our work may have caused.
You will be aware of the network and the hierarchy making seemingly minor defects (to the untrained eye) appear to be non-essential, the hierarchy we work to of course makes these repairs essential once identified. This location required planning and this necessitated off-peak working. Whilst the work could in theory have started at 2000, this would still have been after the time period that you found acceptable unfortunately. We could have considered weekend working but this of course carries increased costs and would set a precedence for a large percentage of the network.
I have briefed the individuals involved on the importance of trying (wherever possible) to complete residential areas first when working at night.
