Traffic light stuck on red early morning

Sent to TfL less than a minute later. TfL ref: FMS4279142.

If you want to turn right at burn bullock pub as you approach junction on london rd, you cannot, as traffic light doesnt change to green. You have to go thru a red light as soon as road is clear. Has been like it for at least two months
