Road works opposite Lidl supermarket Plough Lane

Can someone please organise temp traffic lights that work for the traffic. Road works have started again on Plough Lane after just being finished last week. They have put a set of single lane temp traffic lights just in front of a Pedestrian light crossing. So a double set of light on after the other. This is creating traffic chaos in the local area, huge increase in road pollution, emergency vehicles struggling to get through - St. Georges Hospital ambulances. Surely it is not rocket science to put in place traffic light system that works and helps the flow of traffic while the road works are happening.
