Temporary lights in operation but NO roadworks

Temporary lights have been placed but there is no activity on site at all. No roadworks, no workers or their vehicles not even the road is dug up. JUST THE TEMPORARY LIGHTS CAUSING TAILBACKS ON MAJOR ROADS. Remove the lights until roadworks actually starts.
