Scafolding obstructing the footpath with no work being undertaken

Sent to TfL less than a minute later. TfL ref: FMS4430635.

The scaffolding on the facade of 600 Kingsland Road is in place for advertising purposes. There is no work being done. As such there is no lawful purpose for it to be there. Can it be removed?

I have previously reported this and nothing has changed.
