Paving slabs removed and replacement tarmac not high enough

Sent to TfL less than a minute later. TfL ref: FMS4438895.
There has been work on City Road and in two cases paving slabs have been removed and the replacement tarmac has not been filled to the level of surrounding paving. As someone with mobility issues these are a trip hazard for me and I have to avoid these areas. They are also on the green line route for the partially sighted visiting Moorfields Eye Hospital. I have attached photos. The areas are outside Starbucks and outside Imperial Hall entrance.

This is the situation in front of my business doors. Already for two weeks. All businesses putting their general waste and recycling in the entrance of my business. Pedestrians are struggling to pass the rubbish is moving to the road. The situation is out of control. Huckney council is not responding.
