Pavement obstruction

The unit is obstructing the walking area. It noisy as has a generator going in there from 7am in the morning ! The car has Hackney sign on it but there is no works going on. Or no information of who it belongs too. We have just got our green space back after building work. It seems as if it’s a too popular use for builders now. Maybe bollards should be put there. As you can see it is right outside a small block that has alot of disabled people living there , I would like to know if they have permission for this to be left there if so how long. No one was warned of this or who put it there ! Thank you.
