Seriously Dangerous Layby reducing visibility to zero

Sent to TfL less than a minute later. TfL ref: FMS4522082.

Serious and impending danger posed by this layby to motorists joining the A1 at this junction, due to lack of visibility. Despite parking in this layby being in contravention to Rule 243 of the Highway Code (rendering stopping in this area illegal, as outlined in the document), numerous HGVs stop here on a regular basis with no markings to advise otherwise or action taken due to this illegal activity.

How can double red lines be installed in this layby so as to prevent vehicles from stopping in this area?
