Huge delays caused by blockage. No work taking place

We are getting sick and tired of roadworks on very busy stretches of congested routes around Hammersmith, where more often than not, no work is taking place. This particular stretch of road, northbound Fulham Palace Road just before the Hammersmith roundabout is a very congested road. Many times over the past year there have been disrupting roadworks, with a lane closed for no reason whatsoever. This causes pollution, wasted resources, time delays, and as a result costs everyone money. Licences to allow work that involves closing that stretch of road - or any other major trunk route - should only be granted if the work is carried on 24/7 until complete. This is what they do in so many other countries. Yes it would be noisy for residents, but much less polluting in damaging ways for them. There really needs to be much more urgency in 'getting things done', and it seems like these roads are being very lazily managed.
