Water preventing pedestrian and cyclist in using the subway

Water preventing access to the subway. I have been advised by Flood Risk and Drainage Transport & Highways Hammersmith & Fulham Council This is the responsibility of TFL Has the following been resolved excessive pooled water in the under-pass? It is currently impossible to use. This subway and surrounding pathways are repeatedly experiencing challenges with surface water. Earlier in the year the pathway leading to the subway and graded pathway for cycles was covered in sheeted ice. Can these immediate concerns be resolved and a longer term draining solution considered to reduce risk to pedestrian and cyclist attempting to use safe routes to work, school and accessing the local community.
