Overgrown tree -Safety Issue

This is the third time in at least two years I have reported this problem and to date you have NEVER resolved the issue. The tree in the picture is completely surrounding the local street light. This cause a public safety issue as the footpath (PROW 102) is poorly lit, it also causes a safety issue to the neighbouring houses as it makes the area very dark.
