All traffic lights are out. NOT FIXED

Sent to TfL less than a minute later. TfL ref: FMS4657264.

Precious reports state they have been fixed however that's false. I just passed there at 12:55 and all lights were out. This junction is already dangerous and no lights will cause a serious crash. This is the crossroads at junctions Wellington street/John Wilson/artillery road
