Scaffold not in use

Sent to TfL less than a minute later. TfL ref: FMS4961164.

Hi, This scaffolding is just being used as a giant advertisement. No work is being done behind. It was supposed to be removed in June and again at end of August. You keep saying you have fixed it, but it’s still blocking the pavement with no work being done. TfL has a duty to keep the highway clear and it’s letting it be obstructed without lawful excuse.
