  • A316 Manor Circus roundabout improvement scheme I am writing to advise you of some changes to road access due to ongoing highway improvement works taking place near to your property. The Scheme As you will be aware, in early August, we started essential works on the A316 near Richmond, on the bridge that carries traffic over the Overground and Underground railway lines. These works include vital structural repairs to the bridge deck beneath the roundabout, as a result of damage caused by historic Thames Water leaks and water infiltration in the central disc of the junction. These works were originally scheduled for summer 2020, before the impact of the Covid-19 pandemic led to delays. This essential work has unfortunately caused heavy traffic throughout the local area on the A316 and neighbouring routes. To try and combat some of the delays we have modified the signal timings on the temporary traffic signals, varying them by time of day, as well as implementing a wider signal strategy across the A316 corridor to mitigate delays in the area. After discussion with Richmond Council, we have taken the joint decision to install a closure on Sandycombe Road for vehicles travelling southbound, between Raleigh Road and the A316, starting from the evening of Friday 22 September. Vehicles will still be able to travel northbound on Sandycombe Road, between the A316 and Raleigh Road, via a one-way system. Entry to the BP Garage from the A316 will be unaffected, however exiting vehicles will be required to travel along the one-way system on Sandycombe Road, for safety reasons. We believe that this will help to improve congestion through the area by increasing capacity through the junction for traffic on the A316, and also reduce the current traffic levels we have seen on residential roads. The Route 110 bus will divert along Kew Road and The Avenue before returning to its normal route, via Kew Gardens Station. As a result, buses will not serve at bus stands south of The Avenue: Stop SP outside Raleigh Road, Stop SR near Gainsborough Road, Stop K outside Dudley Road and Stop L near Windsor Road. Construction We are currently reviewing the existing working hours with our contractors to see whether extending them will help to reduce the amount of time the project will take overall. We will write to you again should the situation change. We expect the worst of the delays to occur between now and mid December 2023. Page 2 of 2

We have already removed the central island of the roundabout, in order to reveal the bridge deck beneath and begin undertaking repairs to the structure. During this period, we will also make improvements to some of the footways around the roundabout. In the new year, we expect traffic levels to reduce as the bridge deck works will be completed, and we will be able to return to operating the junction as a roundabout. From January we will also: • • Complete footway works • • Install new pedestrian crossings and improve the cycle lane on Lower Richmond Road • • Install a new central disc in the roundabout, and introduce new planting • • Resurface the roundabout and surrounding roads

Work is expected to be completed by spring 2024. TfL and our Contractor is committed to doing everything they can to keep disruption, noise and vibration to a minimum. We apologise for the delays these essential works are causing and we hope the changes we are implementing improve matters for residents. We also apologise in advance for any further inconvenience caused. How do I find out more?
